Based on the Qantas website comments, then I suggest you may. (but interpretation from a website vs what is interpreted at the lounge access desk are much different!)
The OneWorld website has a more concise definition (although, possibly more confusing):

So overall, I presume that you won't get access in MEL based on your departing flight not being in Business. But, feel free to argue the point using the Qantas website references and/or Oneworld references and let us know the results.
Not the same situation, but I recall (pre my QP membership, and when flying J domestically did not grant access to the QP) having a J award MEL-SYD-CHC all on the same day. I was able to access the MEL Dom QP by virtue of the international J segment following.

I think you might well be entitled to access in MEL.
The lounge access table on qantas.com is split into 3 parts:
(1) you are a qantas First or Biz passenger - this does not apply to you as you are flying out Qantas economy
(2) you have a Qantas frequent flyer card to give you lounge access - this does not help you either as a bronze non Qantas club
(3) you have lounge access based on oneworld entitlements either through...
(3)(i) an appropriate frequent flyer card from a oneworld affiliate (you don't have)
OR
(3)(ii) access based on being a First or Biz customer - which you are...
this is qualified by them saying:
# next onward flight that day must be on a oneworld Airline Members operated and marketed flight.Note: a oneworld marketed flight refers to a flight with a oneworld flight number, eg QF1 or AA222. A oneworld operated flight refers to the actual aircraft or 'metal' on which you fly, eg Finnair aircraft.
... which I you are doing (flying on a oneworld QF flight)... the qualification doesn't say the next flight has to be in first or biz!
So i think you may qualify under 3(ii), is anyone able to verify the above?

You have no lounge access entitlement at MEL
(a) you are not departing in business class from MEL
(b) you are not connecting to a business class flight since you have 2 discrete and separate bookings
There is a chance that they may let you in, but I would not be expecting admission in MEL

He is not a 1st or business class passenger at MEL
As the lounge access rules further specify
If you do not have oneworld Emerald or Sapphire tier status you are only eligible to access a lounge if you are travelling in First or Business Class, or if you are travelling in Economy on a domestic or intra-European flight to connect to or from a longhaul segment in a oneworld carrier's First or Business Class.
Since neither MEL nor HKG are in Europe , it is excluded
(a) you are not departing in business class from MEL

Dave - of course you are right - but that's not what it says on qantas.com!
What you write is logical and my initial response to the OP was 'sorry but don't think you'll get access' - then I turned to the QF site and qantas.com states:

So... the OP is a biz customer, wanting to access a lounge, on the day of a one world flight, and the passenger's next flight is on a oneworld carrier.

There is no requirement (on qantas.com) that the next flight must be in biz or first, just that the passenger has to be a business customer [at some time] on the day of departure.
Try running that argument with the lounge staff might be difficult, but its in qf's own rules.
Yes, the oneworld website has slightly different wording, but then they also say that AA customers have no lounge access rights on ANY domestic itinerary, which is clearly not right because certain transcon first fares do qualify.

I have seen it tried and failed ; maybe the OP will get lucky but I have seen the lounge turn people away stating that the fact that they are travelling in a premium cabin later on that day does not matter
Using the logic ... book O class SYD-MEL-LAX-SFO and upgrade the LAX-SFO using 1 electronic upgrade credit on AA, the passenger would be able to use the Blounge at SYD and the Flounge at MEL based on the upgraded LAX-SFO segment

It is always worth a try as not every person on the front counter is there to make sure you do not gain entry. Having read through through all the comments in this thread I think you are in there with a chance. My suggestion would be:
# make sure you are well dressed/presented
# approach the counter when there is no one else there
# smile, be polite and say something along the line of "good morning, I have business class ticketing through to London on some of my segments. Does this allow me access to your lounge before I leave Melbourne"? Or something similar
# Do not quote T&C's or rules and regulations to the front desk person as this only gets people off side
# You are looking to get the front counter person on your side to help you with a problem you have
