In roughly two weeks I will be flying on Cathay Pacific from SYD-JFK via HKG, my flight to HKG is in biz and my flight from HKG-JFK is in F. I would love to use the Qantas F lounge and I was wondering if Qantas will let me use their F lounge since one of my segments is in F and Cathay doesn't have an F lounge in HKG at the moment. I am also considering buying a Qantas ticket in F so that I can use their F lounge and was wondering if I will get a full refund if I cancel my ticket even after I have checked in.
All the CX lounges at HKG are open. The Pier F lounge is open as normal. There is a temporary F section within the J part of The Wing. There is also the QF/BA J and F lounges.
Do you have any other oneworld status besides the AA lifetime Gold (Ruby)?
Which flights are you on?
QF should let you use the F lounge in SYD under oneworld rules if the HKG-JFK flight is the same day as the SYD-HKG. ie, if you are on CX110 or CX162, the morning departures out of SYD, connecting to CX840 or CX846, the late afternoon/evening departures HKG-JFK, they are same day and you should get in. Any other flights would be overnight from SYD or require an overnight in HKG, so you won't get SYD F access.
Under OW rules, lounge access is based on departing flight, not just whether there is a flight that day from some airport
I know people who have been denied access to the Sydney First lounge when not departing in 1st from Sydney

I know of someone who purchased a full fare F ticket specifically to gain access to the SYD Flounge. This person then declined to travel and sought to leave the airport - back through immigration. The problem was finding their outbound immigration card. I understand the refund took about 6 weeks to be processed to their CC. IIRC the person said "it wasn't worth it".

A full fare F ticket ex-AU would be well north of $10k. The 6 weeks that the money could've been earning interest in a high interest account would've earnt at least $60 in interest... (just to put a value on that lounge visit!).
The only exceptions in relation to oneworld COS based lounge access involve LHR with certain classes of connecting flights.
Other than that it's based on outbound flights - by oneworld rules SYD access will be to the Business lounge.
Actually, it is a bit different, but I agree with you that the OP will be SOL.

It says "Domestic" or "Intra-European" ; SYD-MEL is domestic so meets the definition. Whether they meant Domestic within Europe , rather than domestic in general I am not sure
As far as the OP's question went, indeed it is irrelevent. Since OP is departing in business class, his lounge entitlement is to the business lounge
paying for a 1st class ticket to , say, Singapore at a cost of around $6500 seems remarkably pointless rather than having to slum it for an hour in a business class lounge

That is an excellent suggestion if CX still give F lounge invitations at SYD. I thought they stopped having F service SYD-HKG, has it resumed? I recently booked QF SYD-HKG on the A380 in F but didn't bother to check CX availability (prefer A380 over the very fine CX F, though the caviar and Krug makes it a close call). Presumably the OP is flying J to HKG due to no F offered by CX. QF is quite happy with that lounge invitation, as there is a lot of dollars behind it

In my experience, CX always hands out lounge invitations to even when it isn't needed.
