Will I get Qantas points and Cabin bonus if I fly only within India?

I do not believe so, only if you are on the QF code-share.

I am not sure just referring to the earn table helps entirely.
The earn table refers to only fare classes so as long as you on a 9W operated flight or on a 9W flight number operated by QF and you are flying in CIJPZ/AF then you should earn the cabin bonus.

If I book Business or First then I’ll receive Points and Cabin Bonus on Domestic routes.

If you book SIN>DEL under Qantas codeshare, then you do get 35 SC points + miles each way. Pretty good rate I thought.
