Yep this is a pretty common fare on this route with this airline.

I think it's pretty okay for a 2 hour ride unfortunately the timing isn't really ideal.

I flew a similar sector (KUL-CGK) and was offered an $80 buy-up to J on a $60 fare OW.

Full service flight: Victor Rolf Amenity Kit & meal service, although not many refills of wine due to the short length of the flight time.

It's a "tag on" flight so it's not too surprising that KLM has some excess seats it's willing to sell for cheap. Also, with DPS being a beach/vacation destination, one would generally expect that there would be less demand for business class.
