I have found US embassies and consulates to be the least helpful of any of the foreign posts of the four countries who's passports I hold.
I wouldn't hold out much hope of getting any help from the porcine creatures that work at any US embassy or consulate. I've dealt with them in Mexico City, Juarez, London, Amman, Karachi, Lahore, Islamabad, Kabul, Istanbul and Kuala Lumpur going back to the time I was perhaps six or seven. Nothing has changed over the past 30+ years - they are still uniformly unhelpful, arrogant, racist, uneducated and deserve what freedom loving people on occasion try to do to them.

1) Turnaround time for a brand new first time US passport needed for urgent same day travel? Less than 2 hours.
2) Turnaround time for non-urgent travel, but wanted to have a passport in hand anyway? 24 hours.
You need to call and make an appointment via an automated phone system and show up with the documents requested at the time of your appointment. You cannot use a PC or mobile phone inside the building and there is a chance that some of the buildings in which Passport agencies are located might have a nude-o-scope.
They recently expanded the number of Passport agencies (they even have one in Arkansas now according to the list). I have personally used the Passport agencies in Houston and Dallas.

If you are anywhere near a passport agency, as RPH said, head over now (if it is before 4 pm local time) and do a walk in. They will get it to you today if you show them you are leaving tomorrow.

I deliberately renew my passport abroad as it is far easier and faster than doing so in the States.

I have two valid U.S. passports. The second is only issued for two year periods so I have to renew it every 18-months.
I last renewed it in Thailand late last year. Two weeks. They actually had it back in four business days.
I renewed my primary passport in February of last year in Singapore. Again, two weeks.
Until they started charging for page additions, I would always do that abroad as they did it for no charge while you waited. Now they will do it while you wait, but they charge you.

If the Brazilian passport has a US place of birth listed in it and CBP is doing gate-area/jet-bridge checks, there may be some issues for such a US citizen exiting the US using a Brazilian passport.
While the State Department's website is not always accurate, the following are words that cover such matters well enough:

If you did that in recent years, you only got a limited use passport issued there and it would not be a standard, full-duration passport -- it would also be of a type that is more likely to get flagged when in use internationally.

When I want US passports issued the fastest, the passport agencies in the US quite ordinarily beat even ACS at US Consulates/Embassies abroad where the CGs/Ambs are familiar.

Does CBP do gate/jetbridge checks? I thought that was all TSA (in which case you can either give them whatever approved ID you care to, or ignore them).
