The aviation security enhancements will include requiring that all personal electronic devices larger than a cell phone or smart phone be placed in checked baggage at 10 airports where flights are departing for the United States.
These enhancements apply to 10 specific airports. The affected overseas airports are: Queen Alia International Airport (AMM), Cairo International Airport (CAI), Ataturk International Airport (IST), King Abdul-Aziz International Airport (JED), King Khalid International Airport (RUH), Kuwait International Airport (KWI), Mohammed V Airport (CMN), Hamad International Airport (DOH), Dubai International Airport (DXB), and Abu Dhabi International Airport (AUH).
There is no impact on domestic flights in the United States or flights departing the United States. Electronic devices will continue to be allowed on all flights originating in the United States.

It does not, it says "larger than a smart phone". External drives tend to be larger than smart phones in at least one/two dimensions and, given that it would be tricky to validate that they are operational if requested, one should probably play it safe and put it into checked luggage.

This is very unfortunate for business travelers and the countries affected.
What are some suggestions, if any on how to deter/mitigate our electronics gear with sensitive data from being stolen from checked bags?
To me this ban is telling thieves at airports, all the high value electronic goodies' with sensitive data are in checked bags "come get them there"

If it holds true for the US, then even small external drives like mine don't help you securing your data. (I have the Seagate 114.5 x 76 x 20.35mm drive.)
Seems like it would get down to cloud backup or pack it and hope for the best.
If we have to check from point of departure, and considering we have a 9-hour layover in DOH before heading to the US, odds our electronics will be there in LAX? Slim to none. (Would also greatly enhance someone putting something in the bags. Dumb. Dumb. Dumb.

I am also worried about the safety of all those Lithium-based batteries bouncing around in the cargo hold, where there are NO ways to detect or put out such a fire until it's too late.
As far as using them in-flight, I could mostly care less. I do enjoy my music and I sometimes will work on my laptop during the flights. BUT, that's less of a concern to me than theft and the risk of a fire in the cargo hold.
Our company's policies *AND* insurance carrier's policy specifically names Dropbox as an example of services we're not allowed to store company info on.

I am guessing security here in Asia will not care at all.
I think exxxjay summed it up... when it comes to the implementation of this policy... YMMV.
I am hoping that tomorrow in Asia, they are simply not geared up yet to try and grab our bags at check in.

The Bose NC headsets I have (comparable to what some airlines provide in business/first class) are large enough to run afoul of this ban, as I have observed for flights that have had passenger cabin electronics bans before. There might not be consistency, but some will end up having to check-in those.

Knowing Rwandan, the check in agent probably ask you to check in any affected devices at the counter by seeing you having connecting flight to US. My guess is that the Istanbul airport US transit counter will also ask you if you have affected devices. They may arrange you to checkin your devices at the counter or at the gate before you board a flight to the US.
