If you go through immigration in Phnom Penh, they'll do both hands.
This, and possibly a request for a "tip" at passport control upon entering. When departing, there's a funny sign at passport control saying "Nothing to Pay Here".

OK. Good to hear it, but some of his fellow-citizens are not, and see nothing wrong with the US policy of fingerprinting "foreigners" but not its own citizens.
Some of those people get quite indignant at some non-US country fingerprinting US citizens. I saw it in Japan, where some US citizens protested loudly at being fingerprinted, not realizing that, in that situation, they were the foreigners.
It's a disease if they do it in Asia, but not if they do it in the US? Not logical, Mr Spock.

The scumbags in the US government who mandated and continue this harassment belong in prison.

I've stopped visiting Japan and all other countries who treat guests like criminals.
