Man smuggling bear paws arrested at Vancouver airport

As has been reported in various places, a man was arrested at YVR with three bear paws in his carry-on luggage, apparently on his way to China.

Not to condone the smuggling of animal parts, but this bit intrigued me:

He was detained by the Canada Border Service Agency, which called the RCMP.
... border service staff would have been alerted to the bear paws when the man's carry-on luggage went through the X-ray screening machine.
How is CBSA connected with security screening at YVR?

Is this one of those cases where "if it is not a threat to aviation security, let it go" should apply?

CATSA would have called CBSA, which has the authority to enforce a number of laws regarding the export of goods.

I'm guessing that in Canada this sequence of events would not be as controversial (as frequently discussed here on FT in terms of going beyond their mandate to keep WEI off aircraft) as, for example, TSA agents finding drugs and reporting the find?

Bear paws can be used to scratch their way thru the reinforced flight deck door don't you know

Now bear claws otoh-yummy

And the Secret Service wrestled the bear paws to the ground (and then ate the bear claws in celebration of their big catch)
