I have a relative traveling soon on AM JFK-MEX. He inquired by phone and was told that he was limited to 1 50Lb bag AND NO SECOND BAG- NOT EVEN FOR A FEE.
I was surprised and decided to check their site.

By Piece: 2nd piece, up to 50 pounds - $15+tax
Over 50 pounds - $15+tax per pound
3-7 pieces - $100+tax each
By Volume: Over 60 inches - $100+tax
So I called again, got the same response, and then challenged it based on what the website says. The agent responded that they've been instructed to tell customers that there was a one bag limit, and that it was a temporary measure because it's high season. He said it is in effect from Dec 15 to Jan 15. He said that if you take a second bag to the airport "it's at your own risk." I assume that means that it will be up to the discretion of the agents at check in.
I was wondering if anyone has had any recent experience with this.
I also would like to know if it's legal. They haven't done anything that I know of to publicize this. It's not on their web site, and the confirmation email for the trip doesn't mention any special baggage restriction.
