Aeromexico temporary baggage restriction.

I have a relative traveling soon on AM JFK-MEX. He inquired by phone and was told that he was limited to 1 50Lb bag AND NO SECOND BAG- NOT EVEN FOR A FEE.

I was surprised and decided to check their site.

This is what it currently says:

Excess Baggage
Flights within Mexico: $10.00 per additional pound

Flights to/from Mexico and Central America

By Weight Clase Premier: 70-100 pounds - $100+tax
Economy Class: 50-70 pounds - $100+tax
70-100 pounds - $200+tax

By Piece: 2nd piece, up to 50 pounds - $15+tax
Over 50 pounds - $15+tax per pound
3-7 pieces - $100+tax each

By Volume: Over 60 inches - $100+tax

So I called again, got the same response, and then challenged it based on what the website says. The agent responded that they've been instructed to tell customers that there was a one bag limit, and that it was a temporary measure because it's high season. He said it is in effect from Dec 15 to Jan 15. He said that if you take a second bag to the airport "it's at your own risk." I assume that means that it will be up to the discretion of the agents at check in.

I was wondering if anyone has had any recent experience with this.
I also would like to know if it's legal. They haven't done anything that I know of to publicize this. It's not on their web site, and the confirmation email for the trip doesn't mention any special baggage restriction.

I have heard of this happening before on flights to Latin America on various airlines, particularly during the holidays.

I'm always speculated it had to do with the fact that any aircraft can only carry so much luggage due to storage and weight limitations and that passengers returning to their native lands for the holidays may wish to take a lot of gifts, etc, to their loved ones, such that these limitations would be exceeded without such rules.
