The only benefit worth noting is that awards are not capacity controlled for short haul - if there is a seat, you can get it with points.
(I've not seen anything that can be called "fee waiver")

The only reason I use TAM is that national flights are awarded a flat 500/1000/1200/1500 points, much better than using other Star Alliance airlines.
