Why Vueling Flight canceled
Any chance to get to know why flight VY6687 was canceled 20 july 2015 from VIE to FCO?A chinese friend asked me to help her with this, but I don't know if it was a technical or not.

I do not think, we can be of much help here.
But, why doesnt your friend ask VY in writing about the cause and claim EC261/2004 compensation?
After that he can hire a collection agency to get the money.

Others which was booked on the same flight got the compensation. May Vueling think that chinese will not go to court so they just refused to pay her.

One of the passenger's options is to cancel for a full refund. That has nothing to do with whether she is entitled to compensation for delay/cancellation under EC 261/2004.
Presuming that the friend is located in China and requires OP's assistance to even post this question, it may be simplest for the friend to simply engage one of the bottom feeder outfits which pursue these claims for a percentage of the loot. While that comes out of the friend's pocket in the end, it's certainly not going to be easy for someone in China to pursue this issue in Germany or Italy as the case may be.
One advantage to the "services" is that they do research the reasons for flight cancellations/delays as they have no desire to pursue pointless claims as they make no money on those claims. They will do that research and if there is no valid claim, they won't pursue the matter and will so advise OP's friend.
