Where is this info from? Is it from a print ad somewhere (if so, where), or something you were only told on the phone with Citi? And you're sure it's 25k, not 20k?
So how up-to-date is your information about the phone app?
This info is not advertised anywhere. I applied over the phone two times already, the last one being on March 14th. And it is 25k, not 20k.

Do you call any special number, or just the same one listed on ads for applying for other Citi AA cards?
And once you're on the phone, do you just says something like "the AAdvantage Visa with the same offer as the MasterCard" and they find it right away, or is there some other "magic" description/code that lets them find it without 20 questions each time?
And, btw, do you apply for 2 cards at a time (to hopefully cut inquiries in half) or 1 card a time? (If two cards, both over the phone, on same or different calls, or the Visa over the phone and an MC or Amex online right before or after calling?)

I don't know what number is listed on the ads. Here's how I did it. I called customer service on one of my existing cards and asked to transfer me to credit application department. So they did. Once transferred, I told them I want to apply for AAdvantage Visa. After they did some research, they told me to call a different number. So I did. Made same request. They said, "will be happy to take your application". After app. was completed I was transferred again to get immediate decision. Got approved. Hooray.
So no need to make your request elaborate, just say U R applying for AAdvantage Visa, they'll know right away at that number. It is always 25k over the phone.
I applied for two personal cards on the same day back in December. I first applied online for AAdvantage Mastercard. Got instant approval. Then called and applied for AAdvantage Visa. Got instant approval. Checked my Equifax inquiries. Had only one for both of them.
Why I did it in that particular order? Have no clue. But it worked. So if it worked, there's no need to change anything. This time I did it the same way: MC online, Visa over the phone. Although I had to call in/be transferred to get immediate decision this time, the end result was the same. I haven't checked, but hopefully it has been only one inquiry once again.
Last week I applied by phone for a Businsss Visa and received a phone call in a couple of days with the approval. I then went looking for the Personal Visa deal and found the expired offer that was mentioned above. I finally found a good phone number to apply. Call 1-800-359-4444 for the Personal Visa card, 25,000 AA miles with $750 purchase within 4 months. Gave them the information and they're working on it
I also recently obtained a Citi AMEX and was amazed at the response. I spent $500 one month and in the 2nd month $1,500. On the 2nd monthly statement I received the 1,500 miles and the 25,000 bonus miles. That's probably the quickest credit card bonus I've ever received. Had I done the $1,500 in the 1st month it would have been even faster.
I found the offer online relatively easily by Googling "AA Visa Bonus" - first result was the 25k business card offer ... which is painfully easy to apply for regardless of your "home businesses." (I actually do have some side businesses, but they are all under my SS ... no EIN # or incorporation ... so there is no way Citi can verify nor do they care). They are just basing the application on my credit score and income likely (and the fact I have 3 other Citi cards).
$0 fee first year
25k miles after $750 in purchases
I got an 18k limit instantly ... maybe I'll fund an Ultimate Savings Account to hit my first purchase ;-).
