Rental Lot at HPN

Rental Lot at HPN
I noticed there was a new rental car return sign when dropping someone off this morning, pointing to what I thought was the large hangar parking lot. The old return sign was covered up. The rental car lot adjacent to the terminal was empty, closed off, and there were bulldozers parked inside. I likely will pick up and return a car at HPN in a few weeks. What's going on?

IIRC the new lot reached from the first turn from the traffic circle on Airport Rd. when coming from Rt. 120 (King/Purchase St.).
I returned car there a few weeks ago. I think the road went past the Landmark Aviation hangar to the lot between the Landmark hangar and the terminal.
