Air China R Class

So, I have been looking at some flights, and many of Air China's business class fares that I am finding are coming up as R. However, R earns 0 miles in all of the programmes I earn with. Is R new as a business class fare? Is this some sort of oversight/error? Or are they really selling a business class fare that earns 0 miles? (It does earn with CA's programme)

I have the opposite "problem". Have an upcoming flight that earns 110% mileage with my FFP but only 50% with CA's program.

I think this one is for people who don't care about miles and just want to fly business. I'm looking at it now and whilst even the cheapest carrier (TK) prices at around $5K for the itinerary, CA R class is $1.5K, which is nuts.
