ITA Itineraries: Are the always really bookable?

I've generated an ITA itinerary online but my local TA can't reproduce the results with the same price. It's about a $2,500 difference, so it's worth some extra leg-work for me. Expedia yields the same price as my TA.

I'd like to know if ITA occasionally generates unbookable fares, or if not, what are some key thing to tell my TA they might be overlooking? The TA is with Carlson Wagonlit, so they are an expert, though sometimes overworked .

I just trying booking that on Orbitz and came up with a $6,059 fare.

At times, fare buckets can be sold out... but more unusual on business class fares...

Also, fares aren't loaded into all systems simultaneously. There's a "Fares Loaded" component that shows when the airline made the fare available.
