Qatar lounge Dubai T1

The Oneworld website says QR's DXB T1 lounge gives access to OW Emeralds travelling on OW carriers: yet it only lets in those travelling in business or first.

Intelligence on FT supports the "no access by status" idea. Yet the lounge proudly displays the Oneworld logo at its entrance: and, again, Oneworld thinks stars-ruled access is fine.


What gives?

What gives?
It's not Qatar's lounge. Its a third-party lounge. Normally I would say "status entry can be denied by third party lounges", but I found this on oneworld.com

Eligible customers have access to lounges operated by a third party, contracted by the airline on which they are traveling.
I believe that is a new change. Maybe they don't know the rules yet.

oneworld does not even list the QR lounge there.

No different to the lounges in DOH and LHR, or BAs LHR CCR
They provide alternate lounges for elites travelling to meet OW rules.
