how do you feel about the Waxman-Markey’s cap-and-trade provisions?

Poor Americans will actually make money while it will cost rich Americans. Sounds good to me.

By giving free credits to the largest polluters, this thing becomes a massive subsidy to industry and will do precious little to reduce greenhouse gases.

Exactly. Cap & trade is a massive subsidy of the status quo.

This is the best way to start however. An immediate penalty ensures higher costs or a scuttled legislation. What needs to happen is that over the next several years the number of free credits gets ratcheted down, allowing those most impacted industries an opportunity to make necessary adjustments. It's pragmatic.

Nah. You just put a tax on the pollutant, start small and slowly raise it until the desired result is obtained.

We're saying the same thing. I'm saying start small, and slowly raise it. I don't think the worst offenders are given 100% credit, but certainly get quite a bit of the benefit early on. The key is to guide the "free credits" down to zero over the next 10-15 years +/-.

looks like Barak Opinion is pretty smart after all. Creates a smokescreen with the disastrous health care plan and slips in the biggest economic disaster the US has ever seen.

Maybe he ain't so stupid after all. Chicago politics do work in DC.

Congress and the American people have not disappointed me though, they are as stupid as ever for letting this get voted on without a debate.
