Actually there is 100/(+2000 for a qualifying trip) for the first course; 100/(+1000 for qualifying purchase) for the second course; and 100/(+2000 for a second qualifying trip) for the third course - making the entire promotion worth a possible 5300 miles.

I guess abvious answer is yes one time but... that WP university credit of 2000 miles after completing the survey and flying is valid for one time or can be done again? also there is similar 103 course credit, can you get both 101 and 103 credit or just one?

You can do WP101 and WP103 and earn the respective bonuses for completing each. But you cannot repeat a course you've already earned the bonus for.
