Very sad. I have been to the Margalla Hills several times and rescuing survivors from up there will take an eternity.
The NYT has an article about this:

However, some reports say that some may have survived:
This is the saddest part of all to me:

I was born and raised in Islamabad and have been to Margalla mountains countless times. It was very surprising to hear of a plane taking this route because normally all the planes to ISB take the southern route. The weather must have to had to play a part in this because they had re-routed another flight to LHE just half an hour before this accident. May all who passed away in this tragic accident rest in peace.

I believe the plane was circling around the airport whilst waiting for clearance, which might explain the fact that this crash occurred several miles north of the airport.
From some of the eyewitness accounts, it crashed after flying low over the rooftops of houses in northern Islamabad. This would indicate to me that the plane was flying north and was heading up into the mountains when it made impact. Perhaps the plan was that it would eventually turn around and head back down towards the airport. I imagine that much more will be revealed after the inflight recorder is analysed.

Very sad indeed. My sympathies o those who suffered a loss in this tragedy. Just as an academic comment, if a plane with a few Pakistanis on board, had crashed in Seattle, we would have all kinds of speculations flying about.
