who has the best rental program for free upgrades?

Hertz #1 Club Gold seems very strict about giving away an upgrade, and I've heard good things about National.

What is the general consensus?

I think if you check out some of the "Cars at XXX" threads here, it should speak for itself.

With National, if you are a basic member you have access to the Emerald Aisle at most airports. You pay for a midsize car, and they have a selection of cars midsize or better for you to choose from. While your car will at least be a midsize, it is not uncommon to find larger cars as well as small to sometimes even midsize SUVs and crossovers on the Emerald Aisle. You will also occasionally find trucks and minivans.

IMHO National has the best program for upgrades in the industry.

Agreed. National by far.

My previous employer used Hertz and they were the worst about giving me upgrades.

The National Emerald Isle is the best. If you travel like I do ...

I'm currently sporting a new Ford Explorer Limited AWD from CLT.

Hertz sucks for upgrades; heck, as Plat, I get downgrades.

national gives more upgrades inherently with their program. but they lack the diversity of cars that avis has IMHO...

if you can get top tier status i think avis is better (presidents club/first)
