What's the deal with the rental car ID's?

What's the deal with the rental car ID's?

I am bombarded with rental car discount "identification" cards from every possible source: bank credit cards, magazine subscriptions, organization memberships, travel clubs, etc. Each has a unique Group ID, Corp ID, etc., that gives you preferred rates or discounts or upgrades. Question: Is Bank One, out of the goodness of their heart, negotiating a "preferred rate" with the rental car companies so that I can save $2.66? OR Are these organizations getting a kickback from the rental car companies based on the business they generate??

Any ideas?
