Sorry Just to clarify... The only credit cards I have successfully completed this sort of "deal" with Citibank, were the Citi AAdvantage Mastercard & the Citi AAdvantage Visa Signature.
However, the Citi select AMEX AAdvantage card (or any AMEX CARD) cannot be used for this purpose.
Furthermore, I have been told multiple times by Citi Customer Reps that it can be any Visa or Mastercard, not just specifically Citi cards.
Hopes this helps to clarify things just a bit.
From what I had read in other forums, if you use non-Citibank credit card, it'll be treated as cash advance instead of purchase, even though Citi marked it as purchase.

Is the online version of this deal dead, too, or can you still buy $1000 in TC, earning 1000 Starpoints, every 14 days until the end of the year for a $5.95 shipping fee?
Does anyone know if you could purchase visa/mastercard gift cards with Amex
at supermarkets etc and use this for new Citibank account? This maybe a way around it although I would not want to be stuck with these cards with large amounts on them if you cannot do this.

Did you try it, and get declined? I was able to buy the traveler's checks online using my SPG AMEX with no problems, although I'm not sure if I got starpoints or not. (They wouldn't necessarily have posted yet, as I just bought the TCs recently.) I'm wondering if there's a downside to giving it a try, other than $1000 of my credit limit might get tied up for a few days.

I've looked into buying Visa/MC gift cards using AMEX cards, and haven't found a deal that seemed worthwhile to me. The ones I saw had an activation fee of $10 or so and a monthly service charge of $5.95 that took effect immediately, for a card with a maximum value of $500.

Can anyone confirm that Amex is now limiting charge card (Green, Gold Platinum) purchases of TCs to $1,000/month? Was this specifically noted on that memo?
Ok, thanks. By "never worked," do you mean the purchases were declined? Or, that they didn't earn points, but still were honored (and therefore maybe counted towards minimum spend requirements to earn SPG Gold and so forth)?

If they actually sent you the cheques already, then it worked for you, but, doubtful it will work again.
It seems those who ordered the cheques in the very few first days of this promotion were able to get them, everyone else these days is getting declined, and receiving an e-mail that says this deal is only open to OPEN cardmembers.
Since they've processed your purchase and sent you your cheques, you will earn points on that. But as said earlier, you won't be able to do it again.

Thanks for the info. Yes, the cheques arrived. I also have an OPEN card, but since (according to this thread), one doesn't earn AMEX MR points on OPEN cards, there seems to be no benefit to buying TCs with an OPEN card (unless of course one actually needs the traveler's cheques.)

Nov 10, 2008 AMEX office in Beverly Hills, CA declined eligible Gold AMEX card with "once every 30 days" after 3 months of weekly purchases.

The very friendly people at Macy's, New York Amex office mentioned that many cards were declined, but that they didn't know why. They put me on the phone with customer service, and I eventually reached someone who was able to tell me why: Under a rule change a couple of days ago, the skymiles cards can no longer get the traveler's checks.
