DBC voucher - What to do? and delay bag

A friend was flying MUC-YYZ-ORD (AC codeshare LH/UA) but at MUC the flight was oversold and she got a DBC cert and was put on a LH nonstop to ORD.
Ticket is AC ticket stock.
Where do you submit it? To AC? to LH? What do you do with the 300EUR voucher?

Also her bag is delayed in MUC still after 2 days. She bought some items in ORD. does she submit the bag compensation in USA or in Europe? She has both mailing address in USA and in Europe.

Depends who issued the DBC, a simmple look at the cert will tell you

If the luggage is delayed, the agent handling the delay will pay out for interim expenses, you need to contact the office that filed the missing luggage report.

Just walk up to a LH ticket desk and ask for it to be paid out in cash...
