Quite simply, because the Talk Board voted for a restriction in OMNI and has voted against a restriction for Mileage Run.
Here's the Talk Board thread which dealt with just having members log in (they didn't want to go as far as restrictions based on post count)
Motion Failed: Require Login to View Mileage Run Forum
And a discussion thread on restrictions:
Request for 2nd sub-forum in Mileage Run with criterias similar to Coupon Connection
And an earlier vote:
Motion Failed: Access Restriction for Mileage Run Discussion forum
You can always bring the topic up again in the Talk Board forum and see what happens.

UA earns 0 on LX L, but 100% on LH L only for extra Europe segments, plus it is a x1 qualifying Premier segment:

Conversely, I still have no ticket number, and I'm starting to have second thoughts (what will a *A flyer do with OW miles, anyways?)... I wonder if they'd cancel for free.
