Refundability depending on...

Can anyone tell me what are the reasons all tickets sold in Egypt and India (originating from those countries) seem to be refundable with a maximum of nominal fee and some exceptions? Legislation? Does anyone has more information on that? What are other countries with "positive" regulations?

For example, from some point in time all SU tickets for travel originating in Russia are fully refundable due to the changes in local regulations. The same should theoretically apply to all tickets originating in Russia, but the picture is not clear so far. Some people claim that non-refundable tickets can only be refunded if purchased in Russia (not on airline's website unless it is registered in Russia).

Huh? I've seen plenty of nonrefundable tickets originating and sold in India.

I suppose that not every airline wishes to observe the regulations (if such exist, of course). I think the penalties are either small or not enforceable. SQ, EY and TG (mostly confidential and not available in GDS) are, for example, refundable for a nominal fee if sold in India and originate from India. I don't believe such fare rules may be an indication of a goodwill. Living in Russia I understand how it is possible that certain regulations are simply not followed. "Change" fees also seem to be mainly nominal in India (which is not true for Russia).
