This should be:

Turkish: W -> Earns NO MILES on any partner, only 25% on Turkish
Cathay: V -> Earns 100% on Cathay, 50% on most partners, but the flight is only HKG-MNL, which is super short. It's also oneworld and Turkish is *A, so you'll run into FFP-crediting issues with your tickets as Cathay flights don't earn on Turkish.
TL;DR: This is a good "cheap economy fare" deal, but NOT a mileage run.
