AF does not have the lie flat beds that Air Canada offers.. Frankly AC if you have status is far superior! Hands down. I even know one AF Plat who is switching back to AC SE.
You're comparing apples and oranges: AF Y+ vs AC J.

I agree the seat specs are not really business but the pic I saw in that link you gave looked like their economy seat. Unless the link changed or I missed it. Also, looks like no miles on Scoot.

Nope, that's the 'Biz' seat in 2-4-2 config. Economy is a sardine can with 3-4-3.
Wow, with 22" seat width and 38" pitch I was expecting something in the regional business class or at least a longhaul Premium Economy type product but have to agree that looks particularly bad... not even your own armrests... really doesnt look like a 22" width.
The 2AM departure from Singapore means SIN-SYD is an overnight flight and that really doesnt look like a seat to spend the night in... even if the sale price is less than the regular economy fare and at least gets you 7" more legroom
These seats are similar to what BC used to be like 30 years. Never flew SQ in that era but CX and NW were 2-4-2 initially with no legs rests on 747s. NW seats were superspaced economy while CX was like a small armchair.

To put it into perspective, the Emirates A380 First Class seat is only 21.5 wide. My guess is that the seat will be similar to Jet Star's Star Class.

It definitely sounds like something much closer to premium economy than the standard for today's intercontinental business class. The two flights they are launching will be red-eye overnight flights from SIN to Australia. This seat has 8 inches of recline in a 38-inch pitch. That is nothing like a lie-flat or angled-lie-flat seat. It is more akin to a domestic F seat you'd find on 738 - except the seats don't even seem to have a wide armrest with room for drinks between the seats.
So, it's better than Scoot's economy which is 10-abreast in a 777, but not up to intercontinental C-class standards.

I have moved this post and replies from Good Deal Premium Fares to the Good Deal Premium Economy Fares thread, based on it being a budget airline 'Business' seat, the 2-4-2 and limited/basic 'PE' seat design and the lack of info on this fare earning on any alliances.
