800-950-5114. Non-US agents are, as of at least August 15, 2015, able to do debit card payments. If they resist, ask for a US agent.
Please do not report that debit payments do not work over the phone, they do! Hang up and call again (HUCA) until you get someone capable.
The same thing can be done in a Citi branch, but you do not swipe the debit card or enter any PIN, so it seems likely that the same cards do/don't work in branch as over the phone.
The name on the debit card must match the name on the account. You can be an authorized card holder (they'll ask the name of the primary). You can also pay off Citi Business credit cards (only attempted as primary cardholder). Limit of one payment per debit card per account per day.

Can you give us a sense of how frequently / large you were doing? Were you doing MS (using Citi to load a ton of debit cards just to pay them off)?
Or were you doing regular everyday spending (including diverse merchants, small transactions etc) and just having a large Prepaid transfer when the balance got high?

Called Citi to pay w/ a PP debit, still worked but was told "we don't usually accept debit payments but I will today as a one-time courtesy". Really unusual because I've never had pushback doing this for the last few months.

Just made a debit card payment. Unusually long hold but no pushback or comment. I always get thanked for being such a loyal customer. I always let them know that this (debit card payments) is a wonderfull benefit, main reason I love the card.

I have made two payments. Both times stateside call centers. Both times they had to transfer to a supervisor to do it. First time just a thank you. Second time (FL) being told it was being phased out and only for emergencies. But second time they offered to save my debit card info for future payments (??) that sounds helpful. Anyone have experience with citi "saving" your debit card info?

I am CITI Gold, and I even have my debit card stored on file, so I call them and they just have to load up another system, and they see my card stored on file, and just ask for 3 digit security code, and I make payment.
