best hotel in downtown dubai

what is best hotel in downtown dubai ? i am not very interested in dubai resorts. prefer to be near the malls (o&o seems great though ) any suggestions ?

Four Seasons DIFC. You might want to settle for a suite at the very least, if a tub is important to you.
