I too encountered hotels making this stupid excuse (a lie to be exact) that the hotel is full. At times, I have to escalate this issue to the manager and the upgraded room was given to me.
Unless your country is holding a F1, Olympics, World Cup or New Years eve event. In most cases, the truth is the hotel is NOT full.
I am at Grand Ambassador Seoul (associated with Pullman). It is 945am. I tried to checkin and I was told the checkin time is 3pm after he looked through my details.
When I insisted he told me may be 1pm. There is a couple which seems checking out (as I heard the other receptionist was asking "is there anything from minibar"). And I saw a pilot just cheked out also.
I am waiting here to see if they will give me room soon.
Is it because I am using my complimentary night? I am Le Club Gold.
Finally got my room around 1045. But again when I asked for late check out, "hotel full" excuses is being used. I did not insist on 4pm, and simply ask for 2pm, and he told me 1pm.
Since I am so tired I do not bother to argue since I will check in to Sheraton anyway.

I think being LeClub Gold is completly useless!
The service staff are never consistent. Approach the other and they will give you different answers. Try it
