I received a Skypass Visa targeted offer yesterday.
If I spend $13,200 between June 1 and July 31, 2016, they will bonus me an additional mile, up to 2,000 miles, for every dollar spent over $13,200.

The last targeted e-mail offer I got for 30K Visa Signature was back in April 2016. 15K miles after first purchase, and additional 15K after $2k in purchases in the first 90 days. It expired April 30th.

If I remember correctly late last year I received an 40k offer in the mail.
It was incremental. First Korean air sent 10k after I signed up for Skypass than it went up 10k each time.
