Jetblue Mosaic base point calculation

Anyone know how exactly base points are calculated. It doesn't seem to be exactly 3x the fare excluding taxes. I had a ticket last week that was

fare $173.02
fees $27.18
total $200.20

and I got about 553 points. I was expecting 519. Only important since I am trying to figure out if I have enough points to meet my Mosaic Challange

Did you actually get 558 points? If so, you got credit for $186 which is the fare you listed above plus the 7.5% excise tax.

yep, it doesn't seem to be 3xfare.
