Any Way That B6 can get More DCA Slots?

The only way to get more is to buy them from another airline.
As for which carrier is using them better, hard to say. Both focus on core markets - B6 to Florida and Boston area; WN to old FL hubs, to current WN hubs and midwest - and feed their other flights.
