Probably doesn't belong in a thread about Tokyo, Osaka and Kyoto.
That said, March will still be the end of winter in Sapporo. If you are going for skiing or other winter activities then it will be ok although the end of the month will be heading into spring, which starts for real in April.

Yes and no depending on who you talk to
Hokkaido (I assume you're not only planning to visit Sapporo and nowhere else) is popular in October (for Autumn leaves), June/July (for Summer lavender fields & other flowers), Jan-Mar (for Sapporo ice sculpture festival and skiiing and snow). Which season is "best" depends on what you want.

As per the previous post, depending on what you want to do.
End-March is a good time to visit Tokyo, Osaka and the surrounds because of the cherry blossom season.
If you want to catch the cherry blossoms in Sapporo, May is probably a better time.
