The point is that if the snow isn't cleared, it will freeze -- and yes, it has been getting below freezing in places. Remember that air temperatures are recorded 1.5m above the ground, so while the air may be well above freezing and the ground may indeed be less than 0 C.
Also, it seems that this snowfall was rather wet, increasing the likelihood of a hard freeze.
Long story short: please shovel your sidewalks so those of us commuting/shopping/living don't break our necks
