Update (June 13, 2014): Removed Suica N'EX combo pass information as it is not currently offered

Thought this might be of interest to non-Japan passport holders. Perhaps they're trying to compete with the 1,000 yen NRT to Tokyo Stn/Ginza buses?

Requires passport verification at JR Travel Service Center or Ticket Center so if there's a long line and bound for Tokyo Stn/Ginza, I'd consider the time tradeoff between ticket queue vs the 1,000 yen bus. If you're already going queue to exchange a JR Pass, then stretching out the JR Pass with a 1 way N'EX ticket might be useful.

The NEX Tokyo Direct Ticket is a discounted ticket for foreign travelers arriving at Tokyo's Narita Airport. It provides transportation from the airport into Tokyo, Yokohama or Saitama by the Narita Express train (NEX) at a discount of 50-75 percent.

NEX Tokyo Direct Ticket

Ordinary Car
One-way version
1,500 yen
Reduced rates apply to children aged 6-11 (50% off).
Validity

1) The ticket can be used on the JR Narita Express train (NEX) from Narita Airport to Tokyo, Yokohama or Saitama. After getting off the Narita Express, ticket holders can use the ticket to transfer to other JR trains (except limited express and shinkansen trains) to reach any JR station in the area shown on the map below:


2) The ticket can only be used from Narita Airport in the direction of Tokyo and is valid only on the day of purchase.
Eligibility

The NEX Tokyo Direct Ticket can only be purchased by holders of a foreign passport, which has to be presented at the time of purchase. It can also be used by foreign residents of Japan.

Point of Sale

The NEX Tokyo Direct Ticket can only be purchased at the JR ticket offices in the basement of Narita Airport.

More likely it's a reaction to the faster train on the Keisei line taking away business. The Suica/N'ex deal had about the same price but this is even easier. Presumably you have to queue at the ticket window to get it though, can't get it from a machine.

What's the 1,000 yen bus? AFAIK the friendly limo bus is still 3,000 one way to most areas of Tokyo or 6,000 RT with two free days of the subway (Suica card). Is this a special rate for those going only to Tokyo station as opposed to hotels in the area?

Also, I notice the map doesn't seem to include the Shinigawa NEX station. Is this excluded for some reason?

It's not the regular airport limousine bus but a newer service. Here's the thread on it:

It's now 900 yen, and runs every 20 minutes leaving the airport. Competition is good!

That explains it. I saw a fleet of new white buses at NRT arrivals level T1 at the second curb away from the terminal, i.e, across a lane of traffic from where the Friendly limo buses park. Would this be the new service? I don't remember the name that was painted on these buses and I didn't notice them on the highway.

There is another player in the discount bus to Tokyo Station market.

They share the same bus stops as Keisei, but costs a cool Noguchi (1000 yen), 100 yen more than Keisei's service. The departure times are staggered: :00, :20 and :40 are Keisei, for which you have to buy tickets at the counter inside the terminal, and :10, :30 and :50 are Heiwa Kotsu, where you pay on bus.

With buses to Tokyo Station every 10 minute and cost 1000 yen or less, JR East should be worried. It should be no surprise that they trying hard to fill the seats on the trains inbound to Tokyo, where travelers have less time constraint. They have no problem filling up the outbound trains to Narita Airport, because trains offer better control on the time of arrival at the airport. The outbound buses board at different bus stops at Tokyo station so it is not as convenient as inbound.

Limo bus serves the airport to hotel niche. They are less threatened by the discount airport buses.

I'm not so convinced that the hotel buses don't need to fear competition. If there's a cheap bus leaving soon, the 2000 yen helps to pay taxi fare from Tokyo Station to the hotel.

Where the hotel buses will be hurt, IMO, is with the locals who had been taking a hotel bus to a convenient hotel and then taking a taxi or even the subway to their home or office.

A sweet spot of this ticket may be a trip to Kamakura. Kamakura is only two stops away from the NEX terminal Ofuna. Only 1,500 yen. Almost 70% off!

The Suica+N'Ex combo has been discontinued. There is a sign at the JR office in Narita that says "Suica + N'Ex" with a slash through it. They do offer the discount for foreigners, but as noted in the OP this is one-way only (from NRT to Tokyo). The Suica+N'Ex combo was available round-trip. Also, the Suica card now must be purchased separately from the N'Ex ticket and must be paid for in cash (no credit card).
