Anthony Bourdain provided the most honest review of fugu that I've seen. After tasting the fish in a fugu restaurant, he simply stated that it was remarkably bland.
I've had most of the common fugu dishes in Japan, some in very nice fugu specialty restaurants, and I have to concur with Bourdain's assessment. Still, its an interesting experience and, if you don't drink much alcohol during the meal, you'll probably recognize a mild buzz from the neurotoxin.
