Can you earn miles on a codeshare flight of a partner airline but non-partner metal?

I have a trip this summer on American Airlines 5241 (YEG-LAS) that is flown by Westjet.
Can I still earn JL mileage on this flight?

I flew on AA coded AS flight before and couldn't got the miles credit when I contacted JMB in HK. I let it go as it was only a short flight from SFO to LAX. But the website states that you can.
