This is mainly for the JAL Card holders who don't reach the lowest elite level. If they meet the requirements in calendar year 2009, they can earn 30% bonus sector miles (instead of 10% and 25% depending on your type of card) and J-class upgrade coupons in 2010.
Here's the requirements....
"JAL CARD members (individual members) who have accumulated at least 20,000 FLY ON Points and less than 30,000 FLY ON Points on have boarded at least 20 flights and less than 30 flights on JAL Group Airlines and / or oneworld member airlines during the above period for accumulation."
