No. Nothern Ireland has 3 properties. However, they put NI as "Ireland". And there are apparently 7 properties in Ireland (Republic). So 7 + 3 makes a (weird) 10 for the UK (but not Wales, Scot, England) directory?!

To answer the OP's question. On the IHG web site there is no way (that I have ever found). If you leave the city out it will ask you to pick a city before it moves on to show the hotels. I don't know about 3rd party web sites but I have never seen this capability anywhere before. Some will ask for a within how many miles but most I have seen is 50 miles but you still have to select a city. If the entire state is within that many miles then I guess it would show them all but how many states are that small?
Well if you're really keen, use something like Firebug for Firefox, change the radius "manually" to, say 1000km and a host of results will come. (List will go up to 100 properties)
