It isn't 15k for the whole world, like the 10k is. Why are the 10k and the 25k for the whole world but the 15k for only a subset? (Is it because too many hotels in the US are 15k to list? EDIT: Yes, the OP confirmed that this is in fact the reason.)

Yes it is. The 15K list is only for international destinations. Currently there are more than 1100 HIX in US in 15K category (I did not finish counting yet. But in Texas alone there are 141 HIX in 15K.). HI is a countable size, roughly around 500 properties. Still that is a LONG list compare with the 10K worldwide list (less than 92 properties exluding US). Worldwide there are only 367 HIX properties which is very easy to list.

Hi all, all the updates have been finished. You are welcome to visit have let me know your thoughts on some issues:

The average redemption for Holiday Inn and InterContinental have been risen. Especially for Holiday inn there are many properties in 10K have been discontinued or moved up and now you need average more than 18K for a free night in Holiday Inn. In IC you need more than 34K.

Thanks chongcao for all your work in maintaining this list. I tried to create an IHG hotel rewards tier list two years ago and quit after 40 hours of work and only 20% completion for the 4,500 hotels.

There will be many grateful FlyerTalkers when it comes time to try and book rewards at lower levels through March 18 after the January 18 reward tier adjustments for Priority Club.

You have an invaluable resource here to track what hotel reward tiers specific hotels were before the January 18 changes.

I put a load of links to your tables in my Loyalty Traveler post on the Priority Club January 18, 2012 reward night tier changes.
