IHG are telling me NO, yet when I search on the web, I find statements that IHG have supposedly made that seem to contradict this...

Statements like:

“IHG greatly values our travel agency relationships. Over the coming weeks, we are working to ensure that Your Rate by IHG Rewards Club is available in the GDS as we know this is a critical booking channel for our travel partners. These rates will also be commissionable for travel agents.”

I am confused...

It sounds like the "your rate" rates are not yet available in any GDS. If those rates are included, then they can be booked by your corporate travel agency. I would also expect that if your company has a negotiated rate with IHG brands, that would be lower than the member rate.
