India to US - US domestic baggage allowance=0 !

Please do not confuse PNR's with tickets. They are two entirely separate things and they provide separate levels of protection.

Unless there is some extraordinary reason, book a single ticket India - PDX. You have numerous choices for connection point depending on carrier and schedule.

First and foremost, if you misconnect, it will be for the carrier causing the misconnect to reroute you to PDX. If you are on separate tickets, you have no such protection and may wind up having to buy new tickets at your US entry point to PDX (although if on AA, you will be acommodated at some point).

Second, under US law, the baggage allowance for the marketing carrier of the first segment of your ticket will apply to the entire ticket. Whether that carrier applies the MSC rule or not, it will be the India-US segment and you will not pay any additional or new fees for the domestic segment to PDX.

Third, In all likelihood, if on one carrier your international carrier ought to be able to tag your bags to PDX. You will not need to recheck them anywhere. On entry to the US, you will carry them through Customs and drop them off with your US carrier, but the bags will already be tagged and will not need to be rechecked.

If you are flying round-trip, the same will apply on your return to India. When you check in at PDX for your return to India, whatever you had for an allowance on departure from India will apply at PDX.

Was not aware of the MSC rule as per US law but that is nice to know for future.
I have finally managed to get a AI issued ticket with DL and UA for the domestic legs with the 2pc baggage allowance given on the ticket..

Update

AI had given 2 bags for the entire leg.. I was eligible for an additional bag being a AI ffp Silver and after a lot of persuasion and they checking internally, they checked this thru to end destination (PDX on DL).. initially they were stating they will only check it thru till JFK as that is where AI portion ended !
