Those offers are good for departure beginning January 15, 2016 and returns at latest, June 15, 2015.
Also only a few US cities are offered. Unfortunately, Tampa is not among them. So I am having to book full price.

Well, the fine print is pretty clear that it has to be booked only on IB operated flights. If you have a few extra avios a quick connection to MIA (especially before the deval takes effect) could easily be worth it.
