3 days after initiated the transfer from US AMEX, the 250 avios finally showed up today. However the windfall 25% caused by IB mistakenly added to as transfer bonus has now been fixed. So the ratio is a correct 1:1 with 25% added to the normal 1:0.8 from AMEX to IB.
A somewhat related question, I know the transfer among Avios programs dont extend the expiration date, how about the AMEX transfer, and the e-Reward transfer, count as eligible activity to extend the expiration date of the points in IB account?

Yes, earning Avios with any partner (credit card, hotel, car rental) should count as a movement and extend their expiration date (which otherwise is of 36 months without any activity).

I don't think there is a link. They (IB) are sending emails about it (mentioning just MR points, seemingly with no geographical restriction). I have not received one, but I've seen people who have (with Spanish IB+ accounts).

I was contacted today by the spanish AMEX marketing department for other reason than this promotion, related to my blog.
However I had the chance to ask about this 20% transfer bonus and they confirmed.
Bonus points will post a few days later than regular ones. They confirmed that the 20% also works for Executive Club, but we knew this already
