Then I guess your question is answered. You'll have to check on a hotel-by-hotel basis.

It's especially so for state govt rates. I'm an educator employed by a state university so that's what I look for. Some places will say "state govt id required", some will say "only state of XYZ employees", and recently the lost pines TX says "state govt id required, educators not".

So check the rate rules before you book anything.
