DSU at Hotel not yet open?

DSU at Hotel not yet open?
I want to make a reservation at the Hyatt Centric Chicago in mid May. The hotel is taking reservations for my date, and is selling something called "Suite". I tried to use a DSU for my date, and was told that since the hotel is not yet open, they cannot process a DSU. DSU's are not able to be used until after a hotel is open for business. I could have sworn in past years I used a DSU at a hotel that was not yet open...is this a new policy?

It's clearly written into the T/Cs that you can't.

Suite upgrade may not be booked at Hyatt hotels or resorts before they have opened. Suite upgrade is available on paid nights, for a maximum of 7 consecutive nights; excludes Park Hyatt Beaver Creek Resort , Park Hyatt Sydney, Andaz Tokyo, Hyatt Regency Phuket Resort, Hyatt Regency Tulsa, Hyatt Regency Wichita, Hyatt Key West Resort and Spa, Hyatt Manila City of Dreams, Hyatt Santa Barbara, Hyatt Place , Hyatt House , Hyatt Residence Club properties or M life resorts.
