Yep, assuming you mean a Diamond suite upgrade and not a points based upgrade. I just booked the Huntington Beach Hyatt in January for $115 per night with this rate (the lowest I've ever seen for HB) and had no problem using a Diamond suite upgrade.
Only thing is these rates are non-cancellable, so if you book the rate and then call up asking for a suite upgrade and one is not available, you can't cancel your reservation. So I called the Diamond line to make the reservation and had them check suite availability before they confirmed the room.

For the MR's, I booked HR Buffalo in January for $66. It's Buffalo in Jan, but I was going to be there anyways.....
