A little rest and relaxation can go a long way, but the opportunity to save at Hyatt hotels and resorts, Park Hyatt and Andaz hotels in the U.S., Canada, and Caribbean is only valid through 11:59 PM December 21, 2011. For a limited time, simply book a participating Hyatt hotel or resort using offer code C48H12 beginning Tuesday, December 20th or Wednesday, December 21st and save 30% on a family vacation, romantic getaway, or just a holiday for you. Offers and stay dates vary by participating hotel. Offer ends 11:59 PM December 21, 2011. Give into the urge to get away, and take advantage of this exclusive 48 Hour Sale

Can you use suite upgrades in conjunction with these rates?

Yep, assuming you mean a Diamond suite upgrade and not a points based upgrade. I just booked the Huntington Beach Hyatt in January for $115 per night with this rate (the lowest I've ever seen for HB) and had no problem using a Diamond suite upgrade.

Only thing is these rates are non-cancellable, so if you book the rate and then call up asking for a suite upgrade and one is not available, you can't cancel your reservation. So I called the Diamond line to make the reservation and had them check suite availability before they confirmed the room.
