Be clear about this - the person who spends the £20 voucher MUST open a NEW Expedia account and MUST use the same e-mail address that was used to send the voucher. If the voucher is used by someone who has not opened a new Expedia account to make the transaction or who opens an account using a different e-mail address to the one that received the voucher, you will NOT get your £40.
It is also possible that it is necessary to book using the 'Book Now' link in the original e-mail in order to trigger the voucher, but I cannot confirm this part.
All of the posters who have posted £20 codes in this thread will NOT receive a £40 voucher themselves, even if the £20 code is used. Expedia seems to be triggering the vouchers based on matching up e-mail addresses rather than matching up used voucher codes.
Expedia has now changed the wording on the promo website (at least the English version) to make the e-mail address restriction clearer. Unfortunately, it is not clear to the person who receives the e-mail!
Just to add a data point for this. I have 3 quotes sent to different emails accounts of friends and the quotes was kind of mixed up and used with different email accounts to set up new accounts for new purchase last sat. I now have 4 emails from expedia for the £40 quote instead. I think the extra one was due to the fact that I tried to use the same credit card for the 2nd account. Originally, it told me that the voucher was used, but once I change to another card, the transaction went through without any problem.

I think indeed there has to be a match on the e-mail, and have been operating from that assumption for the last 10 days or so.
A key to redeeming multiple GBP40 vouchers on the same account (like you *should* be able to do with no problem but apparently have big problems doing now) *might* (emphasize might) be getting them into the "saved vouchers" profile section on the referring account.
Though I don't know how you'd go about doing that, as I don't see a link on the voucher e-mail and also don't see an area for entering it manually to the site. You'd think something like that would be automatic when the voucher was awarded, but apparently not. I did have a single "saved voucher" on my account and was able to redeem it, but I have no idea how it got saved there, don't know what the code was for it, and don't know why other vouchers weren't saved.
Am also missing one GBP40 e-mail vs. what I should have based on the list. Haven't found any other way to access the code except via e-mail received.
OTOH, if you open a new "dummy" account it looks like that one can redeem a single GBP40 voucher, though matching the credit cards (or even cookies or IPs) could possibly trip that up. If the multiple-redemption bug isn't fixed it could take some work-arounds like that.

Others have reported that you have to be careful with Expedia (different accounts/e-mails/cred. cards), but that's your real hurdle. Hotels usually don't care as long as they know they'll be paid. On my last trip to Thailand I did multiple 3-day bookings in two different places and didn't have any problem going from one prepaid reservation to the next when the time came.
You can always say that you had changed your mind and decided to stay longer after you'd booked and paid the first one, so you had to book & pay the second one.
if I use multiple GBP20 vouchers and book using different email addresses and accounts (but I will put the name of the person checking-in as myself) for several nights, assuming that the vouchers did go through at the point of booking, can expedia has the right to amend to full price thereafter without my agreement if they discover that I'm the one staying for all the nights?

First of all, welcome to Flyertalk!
The T&Cs clearly state, "You may not take part in the Promotion with more than one email address." So if Expedia finds out, they might cancel all your bookings. But hey, nothing ventured, nothing gained...
Just to clarify - GPB40 discount is triggered when the referral discount is used to make a reservation not when the stay occurs, correct?
I think so. I referred someone on Friday and received a voucher on Sunday. True, that person could have made the stay over the weekend, but I am pretty sure you get the voucher when (or soon after) your referral makes a reservation.
loop - Welcome to FT! I assume you know that, whilst these codes will work for anyone, as I mentioned above you will NOT get a £40 voucher if these codes are used. You only get a voucher if a new Expedia account is opened in the same e-mail address as was used to receive the original voucher, and the voucher is redeemed on that account.

It should be, if you read the T&Cs, but their website is applying the same restrictions to the GBP40s as the GBP20s (which are strictly one use per account). Probably the same programming code as well.
Which means for the time being you'd need to create additional accounts with different e-mails and possibly different credit card numbers to redeem additional GBP40 vouchers until the bug gets fixed (IF it gets fixed). Though if someone has found a better way, please post it, as I'm sure you have a growing audience.
