Dang...was waiting for another 40 quid voucher to come through for tonight's hotel but since it didn't come by about 12 today, went ahead and booked for tonight using a 20 quid voucher...and of course I received not 1, but 2 40 quid vouchers this afternoon.
Oh well! This promotion ended up being pretty useful overall.

Does it mean you have to have 100 different credit cards?
I was able to refer several of my friends. However, I do not have that many credit cards. Is there a way to use the same credit card for the 40 pounds certificate?

You need to use one of those systems that generates one-use-only credit card numbers for people who are scared of internet fraud.
If you are simply cashing in a £20 voucher for a £15 hotel room (to trigger a £40 voucher) then you can use any card in any name, as no charge will be made to the card. A reminder of the key points of this promo:
* The e-mail address you give in the referral MUST be the same e-mail address used to create the new Expedia account by the recipient. If a £20 voucher is used against a different e-mail address, you DON'T get the £40 voucher (so those people who are posting £20 codes on here are wasting their time if they expect a £40 voucher to arrive) even though the £20 discount will still work.
* The £40 vouchers usually arrive 2 days after the £20 voucher is redeemed
* You can only redeem 1 £40 voucher per Expedia account, despite what the T&C's say. To book multiple nights for yourself, you need to open multiple Expedia accounts.
* A credit / debit card can only be used once in conjunction with this promo. Trying to use a card which has already been used with a voucher (whether on the same Expedia account or a different one) will result in the voucher being rejected. You therefore need access to multiple credit card numbers.
* The £40 vouchers can only be used against Expedia Special Rate hotels or 'flight and hotel' packages. The restriction in the T&C's about certain hotel chains being excluded is not being applied.
If you are simply cashing in a £20 voucher for a £15 hotel room (to trigger a £40 voucher) then you can use any card in any name, as no charge will be made to the card.
How do you do that? I'm always asked to pay a small tax/fee. Like a buck. So you'll need a credit card to that. Citi Virtual Numbers works. You might want to notify Citi first, however, because if they see a foreign transaction for a buck, their programs may think someone is trying to "test" your card.
